- The Works
The Civil and Electrical Bill of Quantities issued as part of this tender package detail all aspects of the project.
The main items of project work are as listed below: -
1.Carry out a full Asbestos Refurbishment / Demolition Survey on all NLB operational buildings prior to the commencement of any work. The survey, sample collection and sample analysis must be carried by a UKAS accredited contractor in accordance with ISO 17020, ISO 17025 and Health and Safety Executive Guidance Notes; HSG 248, Asbestos: The analysts’ guide for sampling, analysis and clearance procedures” and HSG264, Asbestos: The survey guide.
2.The Principal Contractor is expected to test the existing ‘HCL’ fall arrest system and re-certify it, if necessary, before use. The Principal Contractor is to provide the Project Leader with all relevant test certification for record and audit purposes.
3.Establish temporary light.
4.Deliver all plant/materials/camp to NLB Oban packaged for helicopter underslinging.
5.Land plant/materials/camp on site and establish site.
6.Replacement of balcony handrail and metal deck floor in watch room.
7.Upgrade of electrical installation.
8.Upgrade of AtoN and power supply.
9.Full redecoration of the station.
10.Refurbishment of all NLB owned buildings including roof coverings.
11.De-mobilise site and clear all surplus project materials and plant, with the disposal of excess project materials to appropriate licensed and registered dumps. The contractor must have a responsible person in attendance who has successfully passed a recognised Dangerous Goods training course. This is to confirm the method of packaging for the transportation of any dangerous goods (either by land, air or sea) is correct and in accordance with the relevant standards and that the accompanying paperwork is signed. Loads to be prepared as per NLB guidance for underslinging and clearance by NLV Pharos/helicopter. Take delivery of loads at NLB Oban.
12.The Principal Contractor is to supply the NLB Project Engineer with ‘as-built’ information for incorporation within NLB Operational and Maintenance documentation, which includes the Health and Safety file in line with current CDM Regulations.
During the proposed works, it is essential that the Aids to Navigation are not prevented from operating at any stage that they are required. Details will be provided on the basic operation of these items to allow the Contractor to prevent his operatives from affecting the Aids to Navigation.

Programme
All contractors must submit a detailed works programme, at tender stage, with a proposed work commencement date on site of 23 June 2026. We require flexibility on the programme to be able to cope with many variables including tides, weather etc. On award we agree a final programme of works.
It is important that Tenderers or their representative(s) attend the site visit, any Tenderers submitting a tender that have not attended the site visit, will not be considered.
